Analysing the Future of Cyber Conflicts Post Russia-Ukraine War

This post applies an Alternative Futures Analysis to the trajectory of international cyber norms, using a two-axis scenario matrix—adherence to norms and effectiveness of sanction deterrence—to explore four potential futures for state cyber behavior amid shifting geopolitics and lessons from the Russia–Ukraine conflict. It evaluates how each scenario could affect the frequency and destructiveness of cyber operations against civilian sectors and critical infrastructure, underscores growing business continuity and resilience concerns for the private sector, and highlights potential indicators (e.g., stronger international cooperation, effective punitive measures, and adoption of active cyber defense) that may signal which future is unfolding.
