Who's Really Paying Cybercriminals?

Spamhaus warns that transaction processors and some banks are effectively enabling spam and online fraud by accepting stolen-payment-card transactions for domain registrations and other services, and by applying "chargeback floors" that make reclaiming small fraudulent transactions uneconomic. The report urges banks or governments to intervene to cut off these payment channels to disrupt cybercriminal operations.
