The report explains the rise of "snowshoe spam," where spammers spread sending across many small or unallocated IP ranges and rapidly changing, cloaked domains so each IP sends modest volumes that avoid reputation thresholds; collectively this produces large volumes of unsolicited email and complicates detection and blocking by mail filters and reputation systems.
