The DOJ and FBI allege that China-based Nanjing Xinjiuwei supplied and operated QScan (an IoT-scanning/infection platform) and QTRouter (an obfuscation/relay network) for state actors including the Ministry of State Security and the PLA; these tools were used since 2018 to compromise devices worldwide, mask attack origins, and enable intrusions into U.S. federal agencies and critical infrastructure across 130+ countries, after which law enforcement seized key domains to disrupt the platforms.
