FCC proposes $4.5 million fine for voice service provider hosting ‘suspicious’ foreign call traffic

The FCC proposed a $4.5 million fine against voice provider Voxbeam for allegedly transmitting tens of thousands of scam robocalls routed from Czech provider Axfone—an entity not listed in the Robocall Mitigation Database—using long-dormant accounts between March 31 and April 3, 2025. Many calls spoofed major banks’ fraud-prevention and customer-service numbers; the agency says Voxbeam failed to block high-risk traffic and will allow Voxbeam to respond before issuing a final penalty.
