Latvia says Russia remains its top cyber threat as attacks hit record high

Latvia’s national security service (SAB) reports an all-time high in registered cyber threats in 2025, driven primarily by Russia-linked activity; most incidents (cybercrime, digital fraud) caused little serious disruption but included intrusion attempts, malware distribution, equipment compromise and DDoS attacks. The report warns of rising risks to operational technology used in energy, water and transport, notes Russian-linked hacktivist targeting of industrial control systems, and cautions that hostile activity against Latvia is expected to remain high into 2026 and beyond.
