Google Threat Intelligence Group and Mandiant’s 2024 analysis warns that the expanding cybercriminal ecosystem has become a national-security level threat, with financially-motivated actors and malware marketplaces increasingly enabling and being co-opted by state-backed groups; this convergence has raised concerns about ransomware (notably against healthcare), increased data leak site activity, and nation-states purchasing or leveraging criminal capabilities.
