Bulgaria allowed surveillance tech firm to sell products to repressive regimes, report says

Human Rights Watch obtained Bulgarian export-license records showing that surveillance firm Circles sold potent interception and geolocation tools (Pixcell, Landmark and a Voice Over Location Enabler using SS7) to several countries with records of repressing dissent; the report raises concerns that EU export controls have been insufficiently applied and notes links between Circles' co-founder and previously blacklisted spyware vendors.
