Kremlin hackers attempting to compromise Signal, WhatsApp accounts globally

Dutch intelligence (MIVD and AIVD) warns that Russian state hackers are targeting Signal and WhatsApp accounts of dignitaries, civil servants and military personnel worldwide by abusing legitimate app features and social engineering: impersonating support to obtain verification codes and using malicious QR/code-linking to add devices and access chats. The agencies stress the platforms themselves are not compromised, advise never sharing verification codes or scanning unknown QR codes, and note the campaign targets individual accounts rather than the services.
