Windows 11 24H2 and 25H2 Issue Causes Black Screen, Start Menu Failure, and Taskbar Crashes

Microsoft addressed a Windows 11 24H2/25H2 regression introduced by post-July 2025 cumulative updates that caused critical UI failures—black screens, Start menu and taskbar crashes—primarily in enterprise-managed and non-persistent/VDI environments. The root cause is a timing issue where XAML-related application packages fail to register during update processes, preventing core components (Explorer.exe, StartMenuExperienceHost, shellhost.exe, Consent.exe) and XAML-dependent apps from initializing. Microsoft released KB5095093 on June 23, 2026 to roll out a fix and recommends installing the update or applying temporary workarounds (PowerShell registration of SystemApps packages and logon scripts) until the patch is widely available.
