Google announced that Android users will be allowed to install apps from unverified developers using a one-time advanced flow designed to prevent coercion (requiring developer mode, a coercion confirmation, restart and reauthentication, and a one-day wait), and will also offer free limited-distribution accounts for small groups; both options will be available in August before the new developer verification requirement takes effect.
