NCSC CTO: Broken market must be fixed to usher in new tech

NCSC CTO Ollie Whitehouse used his CYBERUK keynote to argue that while the industry knows how to build secure systems (e.g., memory safety via CHERI and Rust), market dynamics and unchecked technical debt prevent secure-by-design from being realized. He called for liability and incentives to hold vendors accountable, greater transparency on components and debt, and smarter regulation, while noting persistent vulnerability classes and the unique challenges of open-source and organizational cyber fatigue.
