Improve Router Hygiene to Protect Against Russian State-Sponsored Targeting

Multi-agency advisory (NSA, CISA, FBI, allied partners) warning that Russian FSB Center 16 actors are actively scanning for and exploiting poorly configured network devices (especially routers) worldwide using SNMP Set-Requests, default community strings, TFTP exfiltration, and known Cisco vulnerabilities; the advisory maps observed TTPs to MITRE ATT&CK, lists targeted critical sectors (communications, energy, healthcare, government, finance, defense), and provides detection, mitigation, and hardening guidance (disable Smart Install, use SNMPv3, restrict management protocols, patch/upgrade devices).
