A GAO report found that the Office of Personnel Management’s Federal Rotational Cyber Workforce program, started in 2022 to rotate cyber staff between agencies, had only eight participants despite 634 applications and will be discontinued after 2025 due to declining advertised positions, budgetary constraints, applicant ineligibility, and OPM’s decision not to invest further resources.
