Microsoft observed Kremlin-affiliated groups (Storm-1516, Storm-1679 and Ruza Flood) and other state-linked actors amplifying deepfake videos and disinformation to discredit Vice President Kamala Harris, using fake news sites and social platforms with rapid amplification and coordinated messaging that Microsoft assesses is driven top-down from the Kremlin.
