Industry, government, nonprofits weigh voluntary rules for commercial hacking tools

This report covers a Chatham House–ruled discussion at DistrictCon where government, industry, and civil society debated voluntary guidelines under the Pall Mall Process for the commercial cyber intrusion/spyware market. Participants examined who the rules should cover, how to incentivize and measure compliance, how to address vendors with problematic histories, whether to streamline procurement across governments, and whether vendors should maintain oversight or kill switches; while nonbinding, the standards could guide government purchasing to discourage irresponsible actors.
