China-linked groups intensify attacks on Taiwan’s critical infrastructure, NSB warns

Taiwan’s National Security Bureau reports a sharp increase in China-linked cyber operations in 2025 that targeted nine critical sectors—particularly energy and healthcare—reporting an average of 2.63 million daily intrusion attempts, a tenfold rise in energy-sector attacks, and use of vulnerability exploitation, DDoS, social engineering, supply-chain attacks, malware deployment and ransomware against hospitals; several China-linked APTs (BlackTech, Flax Typhoon, Mustang Panda, APT41, UNC3886) are named and international cooperation to bolster defenses is underway.
