The Global Internet Censorship Index 2026 reports tests of popular websites across 53 countries (58 sites after filtering) using residential proxies to reveal targeted, category-based internet blocking—most commonly adult content, VPNs/anti-censorship tools, independent news, messaging apps, and LGBTQ+ resources—with Russia, UAE, Bahrain, Belarus and Pakistan among the most restrictive; the study also discusses technical blocking methods (SSL interception, DNS blocking, connection resets) and measurement limitations (notably the Great Firewall of China).
