Participation and contribution patterns suggest that events, volunteer, and paid groups often serve as feeders that unlock trusted 1-to-1 and P2P relationships, with seasoned practitioners (10+ years) concentrating time in these channels. The report recommends prioritizing investments that facilitate access to trust-based networks to drive better pre-, during-, and post-incident outcomes.
