Android is introducing an “Accountability Layer” that adds developer verification and a high-friction flow for sideloading to help users understand risks and reduce fraud, scams, and malware, while still allowing advanced users to “Install without verifying.” The change, described on the Android Developers Blog and expected to roll out regionally this year, includes a limited distribution path for student and hobbyist developers who haven’t completed full verification.
