Why commercial cyber threat intelligence is failing defense operations

This document argues that commercial cyber threat intelligence platforms are generally unsuited to defense because they were not designed around military doctrine, creating delays, inconsistent terminology, and difficulties in fusing cyber intelligence with HUMINT, SIGINT, and GEOINT. It highlights the operational risks of misalignment, stresses the importance of sovereignty and coalition interoperability, and recommends building intelligence systems that embed doctrine, structured reporting, and shareability by design to support timely operational decision-making.
