Why doctrine is becoming a technology requirement for modern defense intelligence

This paper argues that as cyber intelligence becomes integral to defense operations, intelligence systems must align with military doctrine, support coalition interoperability and data sovereignty, and embed established intelligence workflows to enable timely, trusted decision-making; modernization should prioritize operational fit as much as raw capability.
