Microsoft Open-Sources winapp, a New CLI Tool for Streamlined Windows App Development

Microsoft announced the public preview of the open-source Windows App Development CLI (winapp), a command-line tool that streamlines Windows app development across Electron, .NET, C++, Rust, and Dart by automating environment setup (`winapp init`), debug package identity (`winapp create-debug-identity`), manifest and certificate management, MSIX packaging (`winapp pack`), and Electron integration; it is available via WinGet and npm with documentation and guides on GitHub.
