This Citizen Lab report (informal Chinese translation) examines gender-based digital transnational repression against exiled women human rights defenders, documenting state-linked tactics such as targeted phishing, device/account hacking, surveillance, coordinated online harassment and disinformation, sexualized threats, and smears; identifying perpetrators including government officials, state-backed operators, and regime-aligned proxies; assessing severe psychological, social, and professional impacts; and recommending mitigation measures and policies for host governments, social platforms, and civil society to improve reporting, support, training, and accountability.
