Не убежать: Использование гендера в качестве орудия цифровых транснациональных репрессий

This report (an unofficial Russian translation of key sections) synthesizes Citizen Lab’s research on gendered digital transnational repression against women human rights defenders in exile and diaspora communities. Drawing on experiences from 85 participants across 24 countries, it details state-linked and supporter-enabled tactics such as social media surveillance, phishing, account compromise, online harassment, and disinformation, and examines their disproportionate psychological, social, and professional harms. It highlights the role of platforms in enabling abuse, gaps in protection by host states, and offers actionable recommendations for governments, social media companies, and civil society to mitigate risks, improve reporting and support mechanisms, and invest in gender- and context-aware responses.
