No Escape: The Weaponization of Gender for the Purposes of Digital Transnational Repression

This report examines how state and state-affiliated actors perpetrate gender-based digital transnational repression against exiled and diaspora women human rights defenders, using online harassment, surveillance, and defamation to silence dissent. Drawing on interviews with 85 participants across multiple countries, it explores the intersectional harms, power asymmetries, and lack of effective support from host states and platforms, and outlines research gaps and policy recommendations to better address these threats.
