Pas d’échappatoire : La militarisation du genre à des fins de répression numérique transnationale

This Citizen Lab report examines gendered digital transnational repression against women human rights defenders in exile and diaspora, drawing on experiences of 85 participants from 24 countries across 23 host states. It documents state and state-aligned use of phishing, account hacking, surveillance, coordinated harassment, and disinformation that exploit patriarchal norms, causing significant psychosocial, professional, and safety harms. The report issues targeted recommendations for host governments, social media platforms, and civil society to improve recognition, reporting, support services, platform enforcement, and accountability mechanisms tailored to the intersectional risks faced by these communities.
