Peer-reviewed publication: Regulating Transnational Dissident Cyber espionage

This document summarizes Siena Anstis’s article in the journal International and Comparative Law calling for an international treaty to counter digital transnational repression (“dissident cyber espionage”). It describes how states and state-linked entities deploy tools from mercenary spyware to spear-phishing to surveil and intimidate dissidents abroad, and proposes treaty elements to define the practice, deter abuses, facilitate victim redress, and promote human-rights-centered cooperation across governments and private companies.
