Submissions to the Committee on Enforced Disappearances: And the UN Working Group on Enforced and Involuntary Disappearances

Citizen Lab researchers co-authored two submissions to UN bodies on enforced disappearances, highlighting how targeted surveillance and digital transnational repression facilitate rights violations, and how migration processes—constrained resources, hostile policies, weak privacy protections, and inter-state data sharing—expose individuals to harm. Both submissions emphasize the responsibility of host states to anticipate, mitigate, and protect vulnerable populations from these digitally enabled threats.
