This report examines gender-based digital transnational repression against women human rights defenders in exile, detailing how states and affiliated actors weaponize social media surveillance, phishing, hacking, spyware, harassment, and disinformation to intimidate, silence, and discredit targets, causing severe psychological, social, and professional harm. Drawing on experiences of 85 women from 24 countries, it highlights the gendered nature of threats, the role of platform dynamics and language gaps, and the inadequacy of host-country protections. It offers policy recommendations urging host governments to adopt coordinated, trauma-informed responses; social platforms to recognize and mitigate such abuse with better policies, reporting channels, and regional expertise; and civil society to build support networks, tailored digital security training, mental health services, and legal assistance.
