Improving Public Bug Bounty Programs with Signal Requirements

HackerOne announced two platform improvements—Signal Requirements, which set minimum reputation thresholds for submitting reports to programs, and an updated Rate Limiter that dynamically adjusts the number of trial submissions allowed for lower-signal hackers. The changes aim to reduce low-value report noise while still allowing participation from all hackers so programs can scale publicly with higher-quality submissions.
