A White House‑backed initiative led by Peiter Zatko ("Mudge") is launching the Cyber Independent Testing Lab (CITL) to evaluate and rate software security across Windows, Linux, and OS X by applying heuristics and binary static analysis to measure developers' "security hygiene." The program aims to provide quantitative, comparable security ratings (not certifications) to help users compare products and incentivize more secure software development; preliminary results are to be presented at the Black Hat Briefings.
