Azerbaijan Awards $36 Million Stadium Contract to Company Linked to President’s Family

Azerbaijan’s Ministry of Youth and Sports awarded a $35.6 million contract to PMD Projects to reconstruct Imarat Stadium in Aghdam, with links to PASHA Holding and members of President Ilham Aliyev’s family raising transparency and conflict-of-interest concerns. The project, publicly launched with the president’s involvement, includes a 19-hectare complex with an 11,700-seat stadium and related facilities, and involves Design Bureau LLC, which has reported ties to PMD Group and PASHA Holding.
