Russian Hacktivists Sanctioned for US Critical Infrastructure Attacks

The U.S. Treasury sanctioned two members of Cyber Army Russia Reborn (CARR) after the hacktivist group interfered with human-machine interfaces and SCADA/ICS systems at water and energy facilities in the U.S., Poland, and France, causing operational disruption and the loss of tens of thousands of gallons of water. CARR’s leader and primary hacker were identified, the group gained control over alarms and pumps in at least one U.S. energy company’s SCADA system, and the primary hacker developed training materials on compromising SCADA systems that may have been shared externally; authorities note limited overall damage due to the group’s lack of technical sophistication.
