China's Cyber Offensives Built in Lockstep With Private Firms, Academia

Orange Cyberdefense research finds that China’s offensive cyber capabilities are built on a complex ecosystem of state agencies (PLA, MSS, MPS, MIIT), hundreds of private firms, and top universities working together—formally and informally—to accelerate capabilities, enable large-scale APT operations (e.g., Volt/Flax Typhoon references), target critical infrastructure and intellectual property, and facilitate supply-chain and social-engineering attacks.
