Escalating cyber operations and disruptive attacks in the Middle East have driven countries such as Saudi Arabia, UAE, Qatar, and Oman to develop more mature cybersecurity and data-protection frameworks aligned to international standards (NIST, GDPR, ISO), with added focus on critical sectors, data localization, incident reporting, and sector-specific rules; while progress is notable, uneven enforcement, limited operational maturity of data authorities, cross-border prosecution hurdles, and a persistent cyber talent shortage remain, prompting GCC strategies, regional alliances, joint drills, and intelligence-sharing initiatives to bolster resilience.
