A coalition of governments and major tech companies launched the UK-led “Pall Mall Process” to establish guidelines curbing the irresponsible use and proliferation of commercial spyware (e.g., NSO Group’s Pegasus), complemented by new U.S. visa restrictions targeting abusers of such tools. The initiative will define responsible behavior, promote transparency and accountability, and extend to hackers-for-hire and exploit marketplaces; the UK is also investing £1M in the Shadowserver Foundation for early warning and resilience support, with a follow-up meeting planned in France.
