Taiwan Endures Greater Cyber Pressure From China

Taiwan's National Security Bureau reports a marked escalation in Chinese state-linked cyber activity in 2025, averaging 2.63 million attacks per day and large increases targeting energy infrastructure and emergency/hospital systems. The NSB attributes the activity to five Chinese cyber groups (including BlackTech, Flax Typhoon, Mustang Panda, APT41, and UNC3886), highlights tactics such as pre-positioning, supply-chain compromise and zero-day exploitation, and warns that some advanced intrusions against critical infrastructure have been successful, raising significant national‑security risk.
