Big Tech’s Mixed Response to U.S. Treasury Sanctions

In May 2025 the U.S. Treasury sanctioned Funnull Technology Inc. and its alleged operator Liu “Steve” Lizhi for operating cloud infrastructure used to host hundreds of thousands of scam sites linked to pig-butchering virtual currency investment frauds; the report documents that despite sanctions the operator maintained active accounts on major U.S. tech platforms, accessible GitHub repositories, and used techniques (DGAs, domain and CDN abuse, and a supply-chain compromise of polyfill.io that affected ~384,000 sites) to facilitate large-scale financial scams and evade takedowns.
