South Korea’s Democratic Party and the Personal Information Protection Commission are advancing an amendment to the Personal Information Protection Act to impose up to 3,000,000 KRW in statutory damages per victim for personal information leaks regardless of intent or negligence, with potential retroactive application to past breaches such as those at Coupang and SK Telecom, thereby heightening corporate liability.
