Message to the Congress on Preventing Access to Americans’ Bulk Sensitive Personal Data and United States Government-Related Data by Countries of Concern

The President transmitted an Executive Order expanding the national emergency under EO 13873 to address the threat of certain foreign states accessing Americans’ sensitive personal data and U.S. government–related data; it directs the Attorney General and the Secretary of Homeland Security (via CISA), in coordination with other agencies, to promulgate regulations, restrict large-scale data transfers to countries of concern, and establish security requirements and safeguards using authorities under IEEPA and the National Emergencies Act.
