Behind the curtain: a novel analytical approach to FIMI exposure

The EEAS third report on foreign information manipulation and interference (FIMI) analyses a sample of 505 incidents across ~38,000 channels and finds state-backed, adaptive disinformation campaigns—principally by Russia and China—using AI, covert networks, and a range of TTPs to target elections and influence global audiences; the report introduces the FIMI Exposure Matrix to characterise and attribute official, state-controlled, state-linked, and aligned actors and outlines a practical approach to exposure and attribution to mitigate the threat.
