What we have learnt about FIMI after three years of full-scale war in Ukraine

This report analyzes Russian foreign information manipulation and interference (FIMI) against Ukraine, tracing the evolution of tactics from early disinformation to large-scale 2022 information blitzkrieg, subsequent ‘information trench warfare,’ and recent ‘information exhaustion’ strategies using AI-generated content, botnets, fake channels/sites and targeted social adverts; it catalogs core narratives (e.g., ‘failed state’, ‘one people’, corruption) and the FIMI ecosystem, and outlines Ukrainian state, civil-society, and international countermeasures.
