Seeing the whole picture: a new way to track Russian FIMI

EU DisinfoLab and partners present the Information Manipulation Set (IMS) framework to create a common operational picture of foreign information manipulation and interference (FIMI); the report applies IMS to multiple pro-Kremlin influence operations, highlights the disinformation supply chain and enforcement gaps (including intermediaries operating within the EU), and recommends stronger cross-sector cooperation, platform transparency, IMS tagging in takedown processes, and evidence-focused sanctions enforcement.
