New EEAS-CCD report exposes Russian FIMI targeting Ukraine’s EU future

The EEAS and Ukraine’s Centre for Countering Disinformation publish a joint analysis showing a coordinated Russian information manipulation campaign targeting Ukraine’s EU accession: the report documents four dominant narratives aimed at Ukrainians and three thematic lines targeting European audiences, describes the actors and techniques (state media, Telegram networks, coordinated inauthentic behaviour, generative AI, information‑laundering), highlights the evolving threat environment and scale of activity, and finds no evidence that these operations have changed Ukraine’s accession choice while warning of risks to public support and democratic resilience.
