A Cyberattack Victim Notification Framework

This report analyzes challenges in timely, trusted victim notification after cyber incidents and proposes a roadmap for cloud providers and stakeholders: improve current notification processes and establish best practices, develop privacy-preserving cross-platform middleware to enable native notifications, and enhance post-notification victim support to increase trust, reach, and remediation effectiveness.
