Cap Dev. Better red teaming with continuous Capability Development

This report describes a red-team capability development framework that pairs an Operations function with a Development function to iteratively evolve tools and TTPs, including approaches for EDR evasion, using continuous feedback, cross-training, and retrospectives. It advocates a DevSecOps mindset to drive innovation while enforcing controls to prevent misuse and selectively open-sourcing capabilities, with the goal of emulating realistic adversaries and strengthening defensive preparedness.
