Microsoft enabled Start menu app recommendations (ads) in Windows 11 22H2/23H2 through the optional KB5036980 preview update, broadening a recent Beta Channel test to general users. The non-security update lets admins trial upcoming features; users can disable the ads in Settings > Personalization > Start, and Microsoft cites prior experiments with Start menu and File Explorer promotions.
