Microsoft is investigating a bug in classic Outlook for Windows that prevents opening OMEv2-encrypted emails from other tenants; administrators can temporarily mitigate by enabling cross-tenant trust of MFA in Microsoft Entra (or excluding external users from Conditional Access), and both sending and receiving tenants must apply the change until a permanent fix is released.
