Microsoft confirmed that the Windows 11 Media Creation Tool (version 26100.6584) may fail to run on Arm64 devices after the Windows 11 25H2 (2025 Update) rollout, returning an error and preventing creation of installation media from Arm64 systems. The company says the tool does not support creating Arm64-targeted media and that the ability for Arm64 devices to create x64 media is currently broken; the recommended workaround is to use an AMD64 PC. Microsoft is investigating and considers the issue low-impact for most users.
